Biden gives Republicans a tea party label

RICHMOMD, Va. (AP) ? Vice President Joe Biden continued a busy political pace Saturday, appearing with Virginia's Democratic gubernatorial candidate at the swing state's premier party fundraiser and ridiculing this fall's conservative Republican statewide ticket as extreme captives of tea party ideology.

Biden brought about 1,000 Democrats to their feet repeatedly at the Jefferson-Jackson Dinner barely four months ahead of the nation's only competitive governor's race. His appearances at state fundraisers haved evoked speculation that he is laying his footing for a 2016 presidential bid.

"Ladies and gentlemen, we stand for equal rights and women's rights," Biden said. "With virtually zero support from the Republicans, the president and I have moved the country from the worst recession since the Great Depression to 38 months of private-sector growth."

With Democratic gubernatorial nominee Terry McAuliffe at his side, Biden took aim at McAuliffe's opponent, state Attorney General Ken Cuccinelli, who won the GOP nomination with strong tea party support and his socially conservative ticket mates.

"There is so much they stand for that is so at odds with the value set of Virginians," Biden said.

The vice president warned that a GOP victory in Virginia would only galvanize the tea party's grip on the GOP in Congress, where he said even longtime moderate Republicans are fearful of a primary challenge if they don't do the tea party's bidding.

"They are so afraid of a challenge by the tea party that they vote against what is the right vote. Imagine what they will do to Barack and me if Terry McAuliffe loses," he said.

A McAuliffe victory, he said, would "send a strong signal to Republicans across America that there's no reason to be afraid of these extreme guys."

Before speaking to activists who paid $175 or more per ticket, Biden joined McAuliffe, a longtime confidante of Bill and Hillary Clinton, in surprising patrons at a Richmond restaurant, shaking hands before wolfing down two plates of fried whiting.

Among other campaign events this season, Biden aided Democratic Rep. Ed Markey in a Massachusetts special election ? Markey won, thus keeping Secretary of State John Kerry's old seat in Democratic hands ? and held a series of closed-door "donor-maintenance" events in Washington.

Sen. Tim Kaine, elected on the same Virginia ballot as President Barack Obama last fall, said it's too early for Democrats to take sides in a potential nomination contest between Biden and Hillary Clinton, but he counseled both to try pragmatism over progressive partisanship.

"I think the Virginia Democratic success model is, we'll let the other guys be the ideology people and we will be the work-together, compromise, make-things-happen party. That's been the model that has allowed Dems to win," said Kaine, like McAuliffe, a former Democratic National Committee chairman.

In speeches warming up the crowd, Kaine and Sen. Mark Warner congratulated gay-rights activists for the ruling that cleared the way for same-sex marriages in 13 states but not in Virginia, where a 7-year-old amendment to the state Constitution prohibits it. And both hailed the immigration reform bill that they supported ? it now faces an uncertain future in a conservative Republican-led House.

The Cuccinelli campaign joined the Virginia GOP in using Biden's visit as an occasion to attack the ticket for Obama's clean-energy initiative, warning that it will devastate Virginia's struggling coal industry and drive up utility bills.

"With no economic plan or message to tout, Vice President Biden and Terry McAuliffe doubled down on an empty strategy of division and false attacks tonight," the campaign said in a statement that referred to the "Obama/Biden/McAuliffe War On Coal" and government-run healthcare as "harmful to job growth and economic opportunity in Virginia."

State GOP Chairman Pat Mullins called it "the most anti-coal slate of candidates ever fielded in the history of Virginia," a distinction intended to lock up the rural, rugged but independent southwestern tip of the state for the GOP in a neck-and-neck governor's race.

Republicans weren't alone in protesting Biden's trip. About three dozen environmental activists opposed to construction of the proposed Keystone XL pipeline stood on a street corner as Biden's motorcade passed, waving placards that read "Say No to Big Oil" and chanting "Hey, Joe, you ought to know, Keystone pipeline's got to go."

Germany blocks EU carbon cap to protect automakers

BERLIN (AP) ? Germany has blocked a European Union agreement on capping car carbon emissions because the deal could have cost jobs and harmed its domestic auto industry, officials said Friday.

The blunt admission that Europe's biggest economy put business interests before environmental standards is at odds with Germany's image as a champion of green issues. The country has invested heavily in renewable energy and Chancellor Angela Merkel has previously advocated a global agreement to curb climate change, which scientists say is largely driven by carbon emissions.

"At a time when we're spending days sitting here talking about employment, we must pay attention not to weaken our own industrial base despite the need to make progress on environmental protection," Merkel said at a meeting in Brussels, where EU leaders were discussing the continent's youth unemployment crisis.

Environmental campaigners had lobbied to limit emissions from passenger cars to an average of 95 grams of CO2 per kilometer within seven years. But Germany wants to allow automakers such as BMW, Daimler and Audi ? whose emissions are higher than those of their European competitors ? to collect "credits" they can use to offset higher pollution levels beyond 2020.

"A fair solution also has to take account of the particularities of the German auto industry," government spokesman Georg Streiter told reporters in Berlin, explaining why Germany asked for a decision on the issue to be postponed Thursday.

An estimated 700,000 jobs in Germany depend on the auto industry and the country has enjoyed economic prosperity in recent years, unlike many of its European neighbors.

"We wouldn't be doing so well today if the auto industry were doing badly," Streiter said.

STS Tax Talk: Sell Your Home But Keep the Profits -

If you're looking to sell your home this year, then it may be time to take a closer look at the exclusion rules and cost basis of your home in order to reduce your taxable gain on the sale of a home.

The IRS home sale exclusion rule now allows an exclusion of a gain up to $250,000 for a single taxpayer or $500,000 for a married couple filing jointly. This exclusion can be used over and over during your lifetime, as long as you meet the following Ownership and Use tests. However, it cannot be used more frequently than every 24 months.

During the 5-year period ending on the date of the sale, you must have:

  • Owned the house for at least two years - Ownership Test
  • Lived in the house as your main home for at least two years - Use Test
  • During the 2-year period ending on the date of the sale, you did not exclude gain from the sale of another home.
Tip:?The Ownership and Use periods need not be concurrent. Two years may consist of a full 24 months or 730 days within a 5-year period. Short absences, such as for a summer vacation, count in the period of use. Longer breaks, such as a 1-year sabbatical, do not.

If you own more than one home, you can exclude the gain only on your main home. The IRS uses several factors to determine which home is a principal residence: place of employment, location of family members' main home, mailing address on bills, correspondence, tax returns, driver's license, car registration, voter registration, location of banks you use, and location of recreational clubs and religious organizations you belong to.

Tip:?As we mentioned earlier, the exclusion can be used repeatedly, every time you reestablish your primary residence. When you do change homes, let us know your new address so we can ensure the IRS has your current address on file.
Note:?Only taxable gain on the sale of your home needs to be reported on your taxes. Further, loss on the sale of your main home cannot be deducted. Ask us for details.

Improvements Increase the Cost Basis

Additionally, when selling your home, consider all improvements made to the home over the years. Improvements will increase the cost basis of the home and thereby reduce the capital gain.

Additions and other improvements that have a useful life of more than one year can be added to the cost basis of your home.

Examples of Improvements
Examples of improvements include: building an addition; finishing a basement; putting in a new fence or swimming pool; paving the driveway; landscaping; or installing new wiring, new plumbing, central air, flooring, insulation, or security system.

Example:?The Kellys purchased their primary residence in 2002 for $200,000. They paved the unpaved driveway, added a swimming pool, and made several other home improvements adding up to a total of $75,000. The adjusted cost basis of the house is now $275,000. The house is then sold in 2012 for $550,000. It costs the Kellys $40,000 in commissions, advertising, and legal fees to sell the house.


These selling expenses are subtracted from the sales price to determine the amount realized. The amount realized in this example is $510,000. That amount is then reduced by the adjusted basis (cost plus improvements) to determine the gain. The gain in this case is $235,000. After considering the exclusion, there is no taxable gain on the sale of this primary residence and, therefore, no reporting of the sale on the Kelly's 2012 personal tax return.

Tip: Residential Energy Efficient Property Credit.?This tax credit helps individual taxpayers pay for qualified residential alternative energy equipment, such as solar hot water heaters, solar electricity equipment and wind turbines. The credit expires on December 31, 2016 and is 30 percent of the cost of qualified property. There is no cap on the amount of credit available, except for fuel cell property.


Generally, you may include labor costs when figuring the credit and you can carry forward any unused portions of this credit. Qualifying equipment must have been installed on or in connection with your home located in the United States; fuel cell property qualifies only when installed on or in connection with your main home located in the United States.


Not all energy-efficient improvements qualify so be sure you have the manufacturer's tax credit certification statement, which can usually be found on the manufacturer's website or with the product packaging.

Partial Use of the Exclusion Rules

Even if you do not meet the ownership and use tests, you may be allowed to exclude a portion of the gain realized on the sale of your home if you sold your home because of health reasons, a change in place of employment, or certain unforeseen circumstances. Unforeseen circumstances include, for example, divorce or legal separation, natural or man-made disasters resulting in a casualty to your home, or an involuntary conversion of your home. If one of these situations applies to you, please call us for additional details.

Recordkeeping

Good recordkeeping is essential for determining the adjusted cost basis of your home. Ordinarily, you must keep records for 3 years after the filing due date. However, you should keep records proving your home's cost basis for as long as you own your house.

The records you should keep include:

  • Proof of the home's purchase price and purchase expenses
  • Receipts and other records for all improvements, additions, and other items that affect the home's adjusted cost basis
  • Any worksheets or forms you filed to postpone the gain from the sale of a previous home before May 7, 1997

Voyager surfs Solar System's edge

"It could be any day, but it could also be several more years."

Ed Stone cannot say when the Voyager-1 spacecraft will leave the Solar System, but he believes the moment is close.

The latest data from this extraordinary probe, reported in this week's Science journal, suggests it is surfing right on the very edge of our Sun's domain.

The particles streaming away from our star have reduced to a trickle at its present location, 18.5 billion km from Earth.

Particles flying towards it from interstellar space, by contrast, have jumped markedly in the past year.

It all points to an imminent departure, which would make Voyager the first man-made object to cross into the space between the stars.

"It's hard to imagine there's another layer between the one we're in and the outside," Dr Stone told BBC News. "Topologically, it makes sense that this is the outermost layer. The only question is: how thick is it?"

Launched way back in 1977, the probe has now travelled so far from home that its constant chatter of data takes 17 hours to arrive at the US space agency's receiving network. And chatter, it does.

Voyager's instruments are busy sampling the far-flung environment. This has allowed Dr Stone and colleagues to map the shape and reach of the heliosphere - the giant bubble of charged particles blown off from our Sun.

In 2004, it reached a turbulent region referred to as the heliosheath, where particles bounced around in all directions.

It was expected this would be the final stage before the leap to interstellar space. But, as has been the case throughout this 35-year mission, Voyager threw up yet another surprise.

Last year, it detected what appears to be a discrete boundary layer that Ed Stone's team call the "heliosheath depletion region" in Friday's three Science papers.

It is a kind of magnetic highway where energetic particles on the inside can get out easily, and the galactic cosmic ray particles on the outside can zoom in.

"It is where the Sun's magnetic field has piled up, compressed up against itself. It has also doubled in strength. It's smoother than anything we've ever seen with Voyager," Dr Stone explained.

The team is now watching the direction of the field lines very carefully. Currently, they orientate east-west, wound into a spiral by the rotating Sun. But when Voyager finally breaks through into interstellar space, they are expected to shift dramatically, running north-south.

This is an acid test for Dr Stone. Although some might argue the particle data is evidence of Voyager being outside the Solar System, the project leader believes the probe cannot truly be said to be beyond the Sun's domain until it has also escaped our star's magnetic influence.

But do not expect an immediate, definitive announcement from Nasa that Voyager is in interstellar space when the magnetic signal does switch.

Instead, the instrument scientists will sit and listen to the probe's chatter, perhaps for several months. They will want to be absolutely sure Voyager has broken through the so-called heliopause.

Like the surfer who rides the front of a breaking wave, battling the foam, Voyager will take some time to move completely clear of everything behind.

"The edge may be somewhat turbulent. We just don't know," Dr Stone told BBC News. "This is exploration after all, and we will find out how Nature makes this interface. But it will be moving because the Sun does 'breathe' in and out."

Voyager 1 is on course to approach a star called AC +793888, but it will only get to within two light-years of it and take some 40,000 years to make the passage.

Voyager 2, which was launched a few weeks before Voyager 1, is on a slightly slower path to interstellar space and is probably a few years from seeing the heliosheath depletion region.

Both probes have sufficient power in their plutonium "batteries" to keep working into the next decade.

In their zeal to defend the name Redskins against disorganized and scattered opposition that gradually is becoming more organized and less scattered, the NFL team bearing that name has had a tendency to seize in knee-jerk fashion upon anything that supports the position that the name isn?t offensive.

The two primary tactics having entailed citing the various high schools that still use the name (there are fewer all the time) and trumpeting the opinions of Native Americans who have no problem with the name, and who ostensibly would regard as a compliment the greeting, ?What?s up, redskin??

As explained by Dave McKenna in an item published earlier today by Deadspin (yeah, I know that one of the morons who works there recently called me a moron . . . again), a supposed Native American Chief whom the Redskins recently trotted out in support of the name isn?t a Chief, and may not even be a Native American.? But the Redskins, who apparently have chosen to dispense with steps like vetting a guest, put the guy on their in-house web show, described him as a Chief, and had him explain why he supports the name.

And, yes, the guy actually said that Native Americans on the ?reservation? actually great each other with, ?Hey, what?s up, redskin??

Complicating matters for the league is that Commissioner Roger Goodell recently pointed to the same non-Chief-possibly-non-Native-American in a letter to member of Congress defending the ongoing use of the name Redskins.

The full item is worth a read, even though it?s a little lengthy.? Also, it probably should include a disclaimer that the author once triggered a defamation lawsuit from owner Daniel Snyder, which gives McKenna a natural bias.

But the point has been made.? Yet again, the Redskins end up looking bad while trying to make their name look good.

If nothing else, we now know why they?ve hired Frank Luntz.? Then again, maybe they think he?s a Chief, too.

Such a requirement would prevent commercial and industrial companies from "walking away" from shuttered facilities a problem plaguing the nation, said Rex LaMore, director of the CCED and lead author on the study.

In the automotive industry alone, there are 135 abandoned plants nationwide. That's not to mention the vacant gas stations, apartment buildings and many other decaying structures that are blighting both rural and urban communities, LaMore said.

"There needs to be a new approach for dealing with abandoned property, because local residents not only pay a price by losing jobs and the resulting ripple effects on the local economy, but the community can be left with property that is unsafe, vulnerable to crime, costly and unappealing to other potential employers," LaMore said.

Currently, facility owners can walk away without dismantling the structure and clearing the property for future use. Responsibility often falls to local municipalities to redevelop or clean up the abandoned property before they can, if ever, attract new companies.

The report calls for federal or state-by-state legislation requiring new commercial and industrial projects to carry insurance policies that secure financial assurances for any potential future dismantling, removal and restoration of abandoned properties. LaMore said the recommendation applies only to newly built -- not existing -- facilities.

The report also supports the creation of a private sector industry that develops and maintains insurance that can implement abandoned property clean-ups.

The idea is not without precedent. In various industries, including railway, companies buy an insurance policy on the land where they have business activity. Further, the practice of requiring people and businesses to buy insurance can be seen, at the federal level, for health care and properties within a floodplain, and, at the state level, for automobiles.

LaMore said the proposal is not without disadvantages. It could, for example, discourage mixed-use structures and increase construction costs.

But the potential benefits outweigh the disadvantages -- particularly by ending the pattern of abandoned buildings and the economic drag that can have on a community, he said.

Daniel P. Gilmartin agrees. Gilmartin is executive director and CEO of the Michigan Municipal League, which represents cities, villages and townships many of which are dealing with abandoned factories and buildings.

"Blighted property is a significant issue for Michigan communities that impacts safety, property values and quality of life," Gilmartin said. "It is a problem we must tackle if we're going to have vibrant places that attract talent. This proposal provides a unique new approach worthy of discussion by policymakers, and we're excited to help move that forward with Michigan State University."

The report also supports the creation of a private sector industry that develops and maintains insurance that can implement abandoned property clean-ups.

The idea is not without precedent. In various industries, including railway, companies buy an insurance policy on the land where they have business activity. Further, the practice of requiring people and businesses to buy insurance can be seen, at the federal level, for health care and properties within a floodplain, and, at the state level, for automobiles.

LaMore said the proposal is not without disadvantages. It could, for example, discourage mixed-use structures and increase construction costs.

But the potential benefits outweigh the disadvantages -- particularly by ending the pattern of abandoned buildings and the economic drag that can have on a community, he said.

Daniel P. Gilmartin agrees. Gilmartin is executive director and CEO of the Michigan Municipal League, which represents cities, villages and townships many of which are dealing with abandoned factories and buildings.

"Blighted property is a significant issue for Michigan communities that impacts safety, property values and quality of life," Gilmartin said. "It is a problem we must tackle if we're going to have vibrant places that attract talent. This proposal provides a unique new approach worthy of discussion by policymakers, and we're excited to help move that forward with Michigan State University."

(AP) ? PayPal wants to explore space ? or at least begin to figure out how payments and commerce will work beyond Earth's realm once space travel and tourism take off.

PayPal, which is eBay Inc.'s payments business, says it is launching an initiative called PayPal Galactic with the help of the nonprofit SETI Institute in Mountain View, Calif., and the Space Tourism Society, an industry group focused on space travel. Its goal, PayPal says, is to work out how commerce will work in space.

Questions to be answered include how commerce will be regulated and what currency will be used. PayPal's president, David Marcus, said the company is very serious about the idea. He says that while space tourism was once the stuff of science fiction, it's now becoming a reality.

"There are lots of important questions that the industry needs to answer," he said. There are regulatory and technical issues, along with safety and even what cross-border trade will look like when there are not a lot of borders.

"We feel that it's important for us to start the conversation and find answers," Marcus added. "We don't have that much time."

PayPal is no stranger to outer space. One of its founders, Elon Musk, heads the privately held space company Space Exploration Technologies Corp., better known as SpaceX. And James Doohan, best known for his role as "Scotty" on "Star Trek," was PayPal's first official spokesman when it launched in 1999.

PayPal said it plans to hold an event announcing the venture at the SETI Institute in Mountain View on Thursday.

Chanel In China Is Most Sought-After Fashion Brand, According To World Luxury Index

The fashion world can be quite fickle, leaving brands to duke it out for top positions in the market. The latest Roman Empire to fall is Louis Vuitton, left in the dust by Chanel.

According to the World Luxury Index, Chanel is now the most sought-after brand in China. Previously, Louis Vuitton had held the top slot, but Digital Luxury Group, the company that conducted the market research, claims that Chanel's edge in the lucrative beauty industry pushed it ahead. (Louis Vuitton currently has no stake in beauty.)

It's no wonder Chanel is all the rage in China. Aside from hawking some pretty covetable bags and perfumes, the fashion house has been a model for many of its competitors with its emphasis on exclusivity, especially when it comes to China. After the company opened stores in Shanghai last year, Chanel's president of fashion, Bruno Pavlovsky, told CNN: "We try to get the best three boutiques in Shanghai instead of having 10 boutiques."

Are you listening, Louis Vuitton? Perhaps you just need to launch a fragrance and play a little hard to get so that you can get back into China's good graces.

Report: Qatar talks hint at leadership transition

DOHA, Qatar (AP) ? Qatar's ruler plans high-level meetings Monday that could formally begin the process to hand power to the Gulf nation's 33-year-old crown prince, a report said, in a possible rare transition of authority in a region where most leaders remain until death.

The report by Qatar-based Al Jazeera gave no other details about the expected talks, but the network was founded by Qatar's government and closely reflects its views on internal issues.

Such a transfer would mark the first major shift of rule among the Western-allied Gulf Arab states since a contentious transition in Kuwait in early 2006. It also would signal the sudden rise of a new generation at the helm of one of the region's wealthiest and politically ambitious countries, whose international profile has risen sharply since the Arab Spring as a key sponsor of rebel forces in Libya and Syria.

Qatar's reach is further extended by its global investment strategies ? ranging from sports clubs such as football's Paris Saint-Germain to aid for debt-burdened Greece and Italy ? and its role as mediator in conflicts such as Sudan's Darfur region and regional disputes including Palestinian political rifts. Qatar this week hosted a Syrian opposition conference attended by U.S. Secretary of State John Kerry and is the venue for possible U.S.-led peace talks with Afghanistan's Taliban.

Qatar has made no official statements on a possible leadership shift even as speculation has grown in recent weeks that the 61-year-old emir, Sheik Hamad bin Khalifa Al Thani, would step down. There also are no clear reports about his health, but he is believed to be ailing.

The emir, however, met Sunday with visiting officials including Kerry and French President Francois Hollande.

While no immediate policy changes would be expected under the British-educated crown prince, Sheik Tamim bin Hamad Al Thani, a possible transition could include the departure of Qatar's highly influential Sheik Hamad bin Jassim Al Thani, who serves as prime minister and foreign minister.

Sheik Hamad has played a central role in expanding Qatar's international clout since 1995, when the emir took power in a bloodless coup against his father.

The crown prince, too, has been active in pushing high-profile initiatives by Qatar, including winning the rights to host the 2022 World Cup and leading Doha's unsuccessful effort for the 2020 Olympics. Doha has expressed interest in seeking the 2024 Games.

Sheik Tamim became the next in line to rule in 2003 after his older brother stepped aside.

The potential Qatar transition to a ruler born in the 1980s is in marked contrast to neighbors such as Saudi Arabia, which remains dominated by relative old guard figures in line to succeed the 90-year-old King Abdullah.

Ford, UAW tackle blue-collar healthcare costs with new program

DEARBORN, Michigan (Reuters) - Ford Motor Co is launching a two-year pilot program with the United Auto Workers and a UAW-affiliated retiree trust fund aimed at lowering the cost of providing medical care for the company's active and retired hourly workers.

The program, open to workers and retirees in southeastern Michigan, is designed to help "bend the cost curve" of healthcare by treating chronic diseases early on, rather than risk having workers and retirees wait until those issues grow more severe and expensive, Ford, the UAW and the UAW Retiree Medical Benefits Trust said on Monday.

It is the latest attempt by Ford and the UAW trust to cope with healthcare costs, which are rising faster than the value of the assets used to pay for them. The UAW trust was short $20 billion during its first year in 2010. By 2011, the most recent period for which data is available, that shortfall grew to $33 billion.

If successful, the program could be expanded to other areas such as Kansas City, Missouri, and Louisville, Kentucky, where Ford has a concentration of retirees and workers.

"We've never done anything like this before," said Rick Popp, Ford's director of employee benefits. "If the process and this kind of arrangement works for this program, that could be leveraged for a broader solution."

The pilot is modeled after a program at Boeing Co , where Alan Mulally was a top executive before he joined Ford as CEO in 2006. Ford officials declined to estimate the potential savings of their pilot program, but said medical costs for the participating Boeing workers fell by about one-fifth.

Ford spends $7 an hour to pay for healthcare for its 44,500 UAW-represented workers in the United States. This amounts to between $600 million and $700 million a year, the bulk of the $1 billion that Ford spends annually on healthcare for its entire workforce.

The UAW trust spends $4.5 billion a year on healthcare for 800,000 unionized retirees from General Motors Co , Ford and Chrysler Group LLC .

About 61 percent of annual healthcare costs paid by Ford and the UAW trust stem from five chronic diseases: diabetes, asthma, coronary artery disease, congestive heart failure and chronic obstructive pulmonary disease.

GM, CHRYSLER IN TALKS WITH UAW

Between 1,200 and 1,500 unionized workers and retirees are expected to join Ford's voluntary program on the recommendation of their doctors. Only retirees who are not eligible for Medicare are allowed to join.

Participants will be assigned one of 12 personal care nurses who will them help navigate the healthcare system and treat their chronic conditions.

"I would think that most reasonable people would look at this as a really great opportunity," said Marty Mulloy, Ford's vice president of labor affairs. "You get healthcare provided to them at a level that isn't normally available."

Each nurse will handle a maximum of 125 cases.

The UAW is in talks with GM and Chrysler about a similar program for their hourly workforce, said Susanne Mitchell, director of the UAW's Social Security department.

The participation of retirees differentiates the Ford program from Boeing's. The trust was created in 2007 during labor talks with the UAW to take on the retiree healthcare burden from GM, Ford and Chrysler.

The landmark deal was designed to protect UAW retiree benefits if the companies' finances deteriorated and to remove an ever-increasing liability that the automakers said added as much as $2,000 to the cost of a vehicle.

Ford and the UAW trust will pay for the salaries of 12 personal care nurses and consultants who are part of the pilot program, which kicks off on July 1.

China pressured NYU to make him leave, dissident says

NEW YORK (Reuters) - Chen Guangcheng, the Chinese dissident who fled his home country to become a visiting scholar at New York University, accused the school on Sunday of asking him to leave because of "unrelenting pressure" from China.

NYU denied the claim, saying that it had said last year before the blind dissident arrived that his fellowship would last up to a year and end sometime this summer.

Chen sparked a diplomatic crisis between the United States and China after he fled house arrest last year and sought refuge at the U.S. Embassy in Beijing. NYU helped Chen come to the United States after he expressed fears for his family's safety if they were to remain in China.

In a statement, Chen thanked NYU for its hospitality and "good support," but accused it of giving in to the Communist Party of China.

"In fact, as early as last August and September, the Chinese Communists had already begun to apply great, unrelenting pressure on New York University, so much so that after we had been in the United States just three to four months, NYU was already starting to discuss our departure with us," he wrote.

Chen, who was born blind and taught himself law, was a campaigner for farmers and disabled citizens. He exposed forced abortions in China before he was placed under house arrest in Shandon province.

He has continued to be critical of China's human rights record since his arrival in New York in May 2012 with his wife and two children.

Jerome Cohen, an NYU law professor and friend of Chen who helped broker his departure from China, told Reuters that "we should all base accusations on facts, not speculation and conspiracy theories unsupported by facts", when asked for a response to Chen's remarks.

TV INTERVIEW

Chen said he believed the Chinese government wanted "to make me so busy trying to earn a living that I don't have time for human rights advocacy, but this is not going to happen."

NYU pointed to a PBS television interview in May 2012 with Cohen, who had said Chen would be at NYU for a year at most while he adjusted to a new country.

Chen could not be reached for comment on Sunday.

John Beckman, an NYU spokesman, described Chen's claims as "both false and contradicted by the well-established facts."

"Mr. Chen's fellowship at NYU and its conclusion have had nothing to do with the Chinese government. All fellowships come to an end," Beckman said in a statement.

NYU said Chen had received offers from two other academic institutions. Fordham University Law School in New York said on Friday it was in talks with Chen.

The second offer is from the Witherspoon Institute, based in Princeton, New Jersey, Bob Fu, the president of Texas-based Christian advocacy group ChinaAid told Reuters. Chen has not yet made a decision, said Fu, whose group has campaigned for Chen.

The Witherspoon Institute is a think-tank that opposes same-sex marriage and abortion.

Beckman said NYU had started talking with the Chens about changes in living arrangements months ago. The school has provided them services that include housing, food, insurance and healthcare, English lessons and family support, he said.

NYU has been building a campus in Shanghai, and received final approval from China's education ministry to begin construction and student recruitment last autumn.

(AP) ? It's Jack Johnson to the rescue at Bonnaroo.

Johnson has agreed to take the Saturday night headlining slot at the Bonnaroo Music & Arts Festival after Mumford & Sons were forced to cancel due to bassist Ted Dwane's illness.

Festival officials announced the move Friday morning. The "Upside Down" singer last headlined at Bonnaroo in 2008.

"I called my band and asked if they were up for it," Johnson said in a statement. "Long story short ? they are headed this way. I've got a lot of lyrics and chords to relearn by Saturday night. I was here to play the first Bonnaroo, and it is a very special festival to my band. We are excited to hit the stage again. Get well Ted!"

Mumford & Sons' decision comes after Dwane received treatment this week for a blood clot on his brain. The band postponed three shows in Dallas and Woodlands, Texas, and New Orleans after the blood clot was discovered but hoped to play Bonnaroo on Saturday night.

Dwane has been discharged from the hospital and is recovering from the procedure but is not yet ready to play. Rather than perform with a replacement, the London-based, Grammy-award-winning folk rock band decided to pull out. The band also canceled appearances at the Telluride Festival in Colorado and a performance in Bonner, Kan., ending their summer tour early.

"The surgery went well, and the excellent medical team helping him are very pleased with his progress," a band statement said. "He has been nothing short of heroic in how he has handled the whole ordeal, and now it has been medically proved that he does indeed have a brain."

It was a case of being in the right place at the right time for Johnson.

The 38-year-old Hawaiian folk-rock singer was in town to play with friends ALO on Thursday night. He also was already scheduled to be in Manchester this weekend to perform a small secret show for reporters and participate in a question-and-answer session to promote his new album, "From Here To Now To You," which is due out in September.

The University of Washington geneticist who discovered the breast-cancer genes at the heart of the Supreme Court?s landmark decision said Thursday that she?s ?as high as the flag on the Fourth of July.?

?The Supreme Court ruling is splendid for patients, their families, their physicians, scientists and common sense,? Mary-Claire King wrote in an email.

Other UW scientists echoed King?s elation that the practice of patenting human genes has come to an end. Exclusive rights to genetic material have hampered research and forced patients to rely on a limited number of costly, commercial tests, said Gail Jarvik, head of medical genetics.

As soon as the ruling was issued, several companies announced the availability of new genetic screens that are cheaper than those produced by Myriad Genetics, the firm whose patents were at issue in the court case.

Patients can also now get a more sensitive and comprehensive type of screening test developed by King and her colleagues, who declined to patent their approach.

?It seems to me that the fruits of work paid for by the public ... should be freely available to the public,? King wrote.

King?s quest to prove that genetic mutations are responsible for breast cancers that run in families is dramatized in the new film ?Decoding Annie Parker.?

It was while she was working at the University of California, Berkeley that King discovered the first breast-cancer genes and mapped them to a specific chromosome. But scientists at the University of Utah, who won the race to clone the genes, patented them and formed Myriad Genetics to market the tests.

Myriad also controls a vast storehouse of testing data, which could be very useful to scientists working to tease out details about cancer susceptibility, said Bob Waterston, chair of the UW Department of Genome Sciences.

During the heyday of gene patents, in the 1990s, some UW researchers filed for ?defensive? patents on genes, fearing that companies would scoop up the rights and shut down research. One patent-holding company threatened to sue molecular geneticist Jonathan Tait and his colleagues for conducting DNA tests on patients with neurological disorders.

Today, UW scientists probably hold fewer than 20 patents on human genes, said Jesse Kindra, director of intellectual-property management. None of those patents blocks others from using the genes, but the university plans to review its portfolio in light of the Supreme Court ruling, Kindra said.

The National Enquirer has a backstory worthy of the National Enquirer

The National Enquirer, like the salacious stories it publishes, has a juicy backstory?one filled with scandal and blackmail.

Some of that dark history is revealed by John Connolly in next month's issue of DuJour magazine. It delves into the alleged mob ties of the tabloid's former owner, Gene Pope Jr., who acquired the then-New York Enquirer in the early 1950s, and the magazine's shifting mission: gore in the late '50s to-mid-'60s; "fallen angels" in the '60s and '70s; the targeting of celebrities and politicians like Ted Kennedy and Sylvester Stallone in the '70s and '80s; and an increasing emphasis on celebrity.

When Senator Ted Kennedy was suspected of having extramarital affairs in the 1970s, Pope dispatched a squad of his most tenacious reporters to get the story. [Former staffer Bill] Sloan remembers four or five ?very nasty? stories on Kennedy in those years. It is widely rumored that an emissary from Kennedy approached Pope with an offer to become a confidential source for the Enquirer if the paper would leave the senator alone. Pope agreed.

Over the years, scores of celebrities and politicians were rumored to be making deals with the National Enquirer to conceal all manner of indiscretions, be it a DWI or other arrest on a minor charge, an intimate photo or video, fear of an affair being aired (particularly if it involved the spouse of another star), a gay or lesbian encounter, or an out-of-wedlock child. In exchange for information on someone else or agreeing to an exclusive interview, stars were able to keep their secrets out of the spotlight. Confidential sources confirmed to DuJour that celebrities were essentially blackmailed to work with the Enquirer or else risk their improprieties appearing on the front page. It is alleged that Sylvester Stallone was told to cooperate or have a nasty expos? published. As agreed, such a story was not written.

Pope, Connolly reports, encouraged his reporters to pay sources for stories:

Enquirer reporters were allowed to pay up to $2,500 to a source without any approval needed from the home office, say several ex-employees. But Pope was willing to go way higher. In 1977, after Elvis Presley died, he chartered a jet to rush a task force to Memphis. According to Tony Brenna, who worked for the Enquirer for 18 years, ?We took over a hotel and had special telephone lines installed so that we could not be bugged by other papers. I was assigned to get information on the Elvis physician who had prescribed him all the drugs. Others on our team were charged with getting a photo of the dead Elvis. We bought every miniature camera that was for sale in Memphis. One reporter found a distant cousin who, for a guarantee of more than $5,000, agreed to go to Graceland and try to get a photo.? The issue featuring that photo of Elvis lying in a white suit in his copper coffin became the biggest seller in the history of the National Enquirer, selling 6.5 million copies.

The Enquirer has always had a fascination with death. And according to Connolly, it was born out of an epiphany Pope had in 1957 during a traffic jam:

As his car reached the cause of the delay?a violent crash?he realized that the drivers all slowed down to get a good look at the carnage. This kicked off the paper's gore stage, which lasted almost a decade. Headlines screamed about one tragedy after another: "I'm Sorry I Killed My Mother, but I'm Glad I Killed My Father." Circulation soared, and Pope took the newspaper national, changing its name to the National Enquirer. Gruesome stories and photos were the order of the day. But two subjects were strictly off-limits: the CIA and the Mafia.

In the late 1960s, after John F. Kennedy's death, the formula shifted from gore rubbernecking to supermarket-friendly "fallen angels," namely, Jacqueline Kennedy Onassis.

"Pope had standing orders that there was to be a cover story or cover line on Jackie in every issue," Sloan, who worked at the Enquirer from 1968 to 1970, told Du Jour.

While the Enquirer is now almost entirely celebrity focused, there are some notable exceptions (John Edwards).

The current print issue has a cover story on Paris Jackson ("FROM $300 MILLION HEIRESS TO PSYCH WARD!") while NationalEnquirer.com is leading with reports on Katie Holmes, Robert Downey Jr., Johnny Depp, Brad Pitt and Angelina Jolie, Danica Patrick and Justin Bieber (headline: "BIEBER, SIZZURP AND ME: 'WHEN I?M DOING THAT SH**T I FEEL GOOD'").

As someone who uses both Android and iOS regularly, I'm getting increasingly frustrated by fragmentation. However it's not on my Android devices I see this, but rather on the iOS ones. I install a popular, well-funded application like Instagram, Flickr, or Circa on my iPad, but when I launch it, three-fourths of the screen is black bars, with a teensy little app in the middle. Or I can choose to scale it up without smoothing, so jagged pixels I have't seen since the 1990s reinforce the sense that I am doing something wrong by attempting to run this app here. Every affordance is pushing back at me, saying I'm doing it wrong.

Weight loss drug Belviq gets overdue US launch

(AP) ? Arena Pharmaceuticals says its weight loss drug Belviq will be available to U.S. patients beginning next week, nearly a year after the drug was officially approved by federal regulators.

The Food and Drug Administration approved Belviq last June for adults who are obese or who are overweight and have at least one serious medical condition, such as diabetes or high cholesterol. At the time, Belviq was the first new drug approved by the FDA for long-term weight loss in more than a decade.

Despite only achieving modest weight loss in clinical studies, the drug was safe enough to win the FDA's endorsement, amid calls from doctors for new weight-loss treatments

The drug's launch was delayed for months by logistical hurdles, including classification by the Drug Enforcement Administration. According to the drug's label, Belviq will be classified as a Schedule IV controlled substance, which means it has a low potential for abuse. A small segment of patients in company studies reported experiencing euphoria and hallucinations.

Arena Pharmaceuticals and partner Eisai Co. said Friday the drug will be available beginning Tuesday. Under an agreement between the companies, Arena will manufacture and supply the drug from its facility in Switzerland and Eisai will market the drug in the U.S.

Because of the delays to its launch, Belviq actually arrives on the market 10 months after competitor Vivus' Qsymia, which launched in September. Studies have shown that Qsymia produces more weight loss than Belviq.

Patients taking Qsymia for a year lost 6.7 percent of their body weight in one study and 8.9 percent in another study.

Arena's studies showed that patients taking Belviq, known generically as lorcaserin, lost just 3 percent to 3.7 percent of their weight over a year. About 47 percent of patients without diabetes lost at least 5 percent of their weight or more, which was enough to meet FDA standards for effectiveness.

The FDA said patients should stop taking Belviq after three months if they fail to lose 5 percent of their body weight. Patients are unlikely to see any significant weight loss by staying on the drug, the agency said.

Side effects with the drug include depression, migraine and memory lapses.

Belviq is designed to stimulate serotonin receptors in the brain linked with feelings of satiety, leading patients to feel full.

The drug will face an uphill battle in the U.S. market for weight loss treatments. Analysts have generally been disappointed with Qsymia sales, despite that drug's superior results.

Qsymia sales have fallen short in part because of limited insurance coverage and high out-of-pocket expenses for patients with coverage.

Qsymia also has only been available through mail order, but Vivus said last month the FDA will allow some retail pharmacy distribution. The company expects to announce more on that in the third quarter.

Vivus said batches from the initial production of Qsymia had a shelf life of 24 months, and the company is applying to the Food and Drug Administration to extend that to 36 months for current and future production.

Shares of Arena Pharmaceuticals Inc., based in San Diego, fell 15 cents or 1.7 percent, to $8.51
